Procedures

1.     Residential

A scaled driveway design will be necessary to examine the size and placement of the desired curb cut and identify the approach that will be built before the right to access a residential property can be granted. Before issuing a permission, the following conditions must be met:

2.     Non-Residential

A scaled sketch displaying the size and position of all entries to the land is required to gain permission to enter a property designated for commercial or industrial use. The driveway’s construction process and the materials that will be utilized must be shown in the drawing. Before issuing a permission, the following conditions must be met:

  • Drawing (maximum size 11 inches x 17 inches)
  • Permit application
  • Site Plan Control Agreement or Approved Development or Servicing Agreement
  • Payment of fees

Driveway Inspections

You will need two inspections for the part of the driveway on the public right-of-way. To schedule an appointment, please dial (519) 255-6257, ext. 6359 or 6483. Before applying the final surface, an inspector must inspect the driveway’s position and stone base. The Inspector must also examine the restoration and finishing work (such as removed forms, saw cuts being finished, and backfill being leveled).

  1. Before pouring or paving, a base check must be requested.
  2. Please provide the Inspector with one (1) day’s notice.

Driveway Permit Costs

A driveway permit will cost a minimum of $227.00 plus a $1,000 indemnification charge as of September 2023.

Driveway Guidelines

Every new driveway needs to have a firm surface that complies with engineering best practices and city standards. For the public right-of-way, this is true. Driveway Waivers must be completed and submitted with the application if the driveway material is something other than asphalt or concrete.

According to Council Resolution CR92/2003, the following requirements will be followed for front yard paving if the objective is different from the typical side yard driveway and garage access:

  • The distance between the pavement and any above-ground utility structure shall be one (1) meter.
  • Your driveway and approach must be paved within a calendar year.
  • Hard surfaces that adhere to engineering best practices and city standards.
  • Location under city standards and best engineering practices.

Depending on where the work is being done, an indemnity deposit that guarantees the public right-of-way will be restored to its pre-construction state needs to be paid. The public right-of-way has been satisfactorily restored and has undergone one last inspection; the deposit is refunded within 45 days.
